Kathleen Curtin has more than fifteen years experience in working with health plans to deliver physician performance measurement, supported by consumer and practitioner tools for improvement. In her role as vice president for quality management for Excellus and Univera Health Plans, she was responsible for the implementation of quality programs focused on measure – based performance assessment of care, cost and service. She has delivered physician-specific scorecards and pay for performance (P4P) programs in two communities in upstate New York . During her tenure as health plan quality executive, she was also responsible for HEDIS reporting, NCQA accreditation, risk management and regulatory compliance.

In fall 2002, Ms. Curtin was awarded a Robert Wood Johnson “Rewarding Results” grant in partnership with the Rochester IPA (RIPA). In fall 2005, the project results were reported to include full implementation of a balanced scorecard for physicians, improvement tools for patients and P4P programming. As a result, the program reported evidence of improvements in acute and chronic care, as well as the first published report of a positive return on investment in P4P. This work was also awarded the Blue Cross Blue Shield Association “Blue Choice” award in 2003.

Most recently, Kathy served as Senior Vice President for Client Services for Med-Vantage, a health informatics company that delivers measurement, P4P programming and consumer tools to health plan clients. Presently, she is consulting with clients interested in developing physician measurement and improvement programs.

Kathleen is a graduate of D’Youville College and the State University of Buffalo with a Bachelors of Science, Masters in Architecture, and Masters in Business Administration. She has worked in community health as a nurse and in group practice as a nurse practitioner and practice manager.
